Every empire has a government type that provides different benefits and determines the type of leader an empire can have. Government types fall into one of three broad categories: autocracies, oligarchies and democracies. It is possible to change government every 20 years for 250 Influence.png influence.

Initial[edit]

Each empire has access to up to 15 different initial government types, many of which can be restricted or allowed depending on the prevailing governing ethos.

Government matrix[edit]

Governments can be ordered in a matrix where Individualism/Collectivism make the long axis - Not Collectivist (any), neither Fanatic variant, not Individualist (any). While Materialist/Spiritualist and Militarist/Pacifist make the wide or major axis. Each of those unlocks 3 government types (one per long axis). As such the Major Ethos provides a generalized theme of government, while the long axis represents how that theme is applied to daily life.

Autocracies[edit]

An autocracy is a form of government where power is held by a single individual, e.g., a monarch or a dictator. A nation that possesses Individualist.png individualist or Fanatic Individualist.png fanatic individualist ethos is prohibited from using this type of governance.

There are no elections and leaders rule until their death. In most autocratic governments there is a predetermined heir, though in a Military Dictatorship.png military dictatorship the successor is decided after death of the grand marshal.

The distinguishing feature of autocracies is each ruler can build one special unit or building, which is actually a boon for short-lived races.

This government is a spiritualistic form of autocracy, where the ruler is treated as a divine symbol. Organized religion is widely employed in support of the state apparatus.

This government is a materialistic form of autocracy, where citizens are viewed as little more than cogs in the state machinery. Efficiency and technological progress are valued above all things.

This government is a pacifistic form of autocracy, where the ruler is viewed as an enlightened protector that always acts in the best interests of the citizenry.

This government is a relatively pure form of autocracy, with an absolute ruler that governs the state with an iron gripping appendage.
  • Can build a oversized military station.
  • The ruler is titled as Emperor or Empress. Heir is titled as Crown Prince or Crown Princess.

Oligarchies[edit]

An oligarchy is a form of government where power is held by a group of individuals, e.g., a scientific organization or a priestly convocation. A nation that possesses Fanatic Collectivist.png fanatic collectivist or Fanatic Individualist.png fanatic individualist ethos is not permitted to use this type of governance.

Elections occur far apart in time, usually every 40 to 50 years. Up to four candidates will be selected from existing leaders favored by the Oligarchy type (e.g. governors, scientists, or military leaders respectively), along with faction leaders, and former rulers. Voting rights policy is limited to "elitism", overriding both synth and AI voting policies, which generally prevents xenos or synth leaders from being eligible candidates, even if it results in an uncontested election in favor of the sitting ruler. During voting a ruler will be chosen randomly from the candidate pool unless the government supports a candidate. Supporting a candidate costs 200 Influence.png influence points and guarantees a victory for the supported party.

Emergency elections can be started for 250 Influence.png influence points at any time.

Each Oligarch candidate will have an agenda, an agenda is something like "fleet expansion" and gives the candidate a powerful set of bonuses related to their agenda if they are elected (see agendas below). When beginning the game as an Oligarchy government or switching to it later, an agenda will not be generated for the current ruler -- it is created only when they are a candidate for election. Thus it may be useful to force an election to create a new agenda instead of waiting the long period between elections. The agenda for each Oligarchy candidate will follow them even into new government types, thus even if an Oligarchy candidate loses, but later wins say in a democratic election, they will still have their agenda and its bonuses -- the agenda isn't permanent though, but it does last decades.

This government is a spiritualistic form of oligarchy, where a divinely guided council made up of clergy controls the state. No division exists between the state and the dominant organized religion.

This is a plutocratic form of oligarchy, ruled by a wealthy elite. A citizen's personal wealth translates directly into political power.

Democracies[edit]

A democracy is a form of government where power is generally distributed by the population and periodically a new leader is elected to represent them, e.g., representative or direct democracy. A nation that possesses Collectivist.png collectivist or Fanatic Collectivist.png fanatic collectivist ethos is not permitted to use this type of governance.

Elections occur regularly every 10 years. *All* leaders of the realm, be they governors, scientists, admirals, generals or even faction leaders are eligible candidates. Influence may be spent to increase the odds of a preferred candidate winning the election. Each candidate will have a mandate, which both determine the votes they initially receive as well as starting a corresponding "mission" should they be elected. These mission, if fulfilled within their term, will grant additional influence.

After researching Tech galactic administration.png Galactic Administration, 15 additional, more advanced, government types are available. These are basically improved version of the basic government forms, with the same limits regarding ethos but around twice the effect. Using them requires a change in Government as outlined above.
