Diplomacy in Stellaris draws on the model of previous Paradox games. Each AI nation has an opinion and relation values which are increased by friendly actions, diplomatic agreements, and agreeable ethos - and decreased by hostile behaviour and incompatible ethos. The tone adopted at first contact with a new alien species is particularly important in determining starting relations.

Diplomatic Actions[edit]

The basic diplomatic actions are as follows. A lot of the options have a 10-year cooldown once chosen. Some of these are Unilateral (but often copied by the other empire soon after declaring them) while others need to be accepted by both sides which becomes a matter of Acceptance.

  • Diplomacy war.png Declare war
    • Enters the Wargoal/Warscore menu to declare a war. War is not declared until the goals have been confirmed. See Warfare for Details.
  • Diplomatic trade icon.png Offer a trade agreement
    • Allows the negotiation of a one-time deal. Topics may including running operations (Strategic Resource Transfer, Research Deals) which can be limited from 10 to 30 years. Acceptance varies based on Trade Willingness of AI, Relations and relative value of either item.
  • Form Defensive Pact
    • If either empire is attacked, the other will be drawn into the war as defender. Costs 1 influence per month and per partner.
  • Form Non-Aggression Pact
    • Empires will not be able to declare war upon another for as long as the pact holds, and for 10 years after either party canceled it.
  • Federation Association Status
    • For Federations the Non-Aggression Pact is replaced by Federation association status. All Federation members must agree to granting or removing the status, but the associate member can cancel it at any time.
  • Guarantee Independence
    • Unilateral version of Defense Pact. The proposing empire will come to the target empire's defense, but not vice versa. Automatically signed with Liberated Empire. Removed by Vassal Status, Defense Pact, Federations and similar higher level agreements. This can be the only way to start building trust if relations are too poor for even a Nonaggression Pact or Research Agreement. Costs 1 Influence per Month.
  • Close Borders
    • Borders are open by default unless closed explicitly (with the exception of Fallen Empires). This is the option to do so. Has a lasting opinion impact, but no limit how often to remove/give to an empire.
  • Declare Rivalry
    • Instantly gives -100 Opinion to the other empire, but grants the source Influence per month based on proximity and Relative Power. Includes Closing the border towards Rival. Modifiers do not stack on mutual Rivalry, but is the only way for target to get Influence as well. Cannot be lifted for 10 years after declaration. Default Limit of Rivalries is 3, but can be increased via Ethics and Civics.
  • Demand Vassalisation
    • Turns the Empire into a Vassal. Opinion and Relative Power affect acceptance. Can be forced via Warfare. Vassals are drawn into all Wars of their Overlord, can be integrated after 10 years and have most other diplomatic actions blocked (overridden by their overlord).
  • Demand Protectorate
    • Empires that do not at least have 40% of the Technology of their overlord can only be offered Protectorate status instead of Vassal Status. Protectorates are not drawn into Wars, receive 80% discount on any Tech their Overlord has but can not sign Research Agreements with them. Grants 1 Influence to the Overlord per Month. As of 1.5 Protectorates can be integrated without becoming Vassals first. Acceptance like Vassalisation, with extra Modifier based on technological Advantage. Automatically upgraded to Vassal once sufficient technology is reached, which also forces them into running Wars.
  • Offer Vassalisation/Protectorate
    • Allows an Empire to propose becoming one of the Above. AI is known to be able to choose this Option, if in a sufficiently weak and good relationship Opinion.
  • Demand Tribute
    • Target Empire will pay 25% of its Mineral and Energy income to Source empire. Source Empire will not be able to attack target, but is also not required to defend it. Basically it is an intergalactic racketeering operation. Threat works as positive Modifier. Can be forced via war. Rules for breaking unclear (liberation War? Diplomacy?)
  • Offer Tribute
    • Proposes that the player Empire becomes a Tributary of the Target empire.
  • Insult
    • Decaying -100 Opinion Modifier. Used to lower Opinion to goad enemy into canceling Association status or declare war. Can be combined with Rivalry and Closing Borders.
  • Offer Migration Treaty
    • Allows Migration of Pops across both empires borders. Both parties need to allow Pop Migration.
  • Form Federation
    • Forms a new Federation with the Target Empire. Requires "The Federation" perk from the "Diplomacy" Tradition tree.
  • Ask to join Federation
    • Requests to join an already existing Federation. Does not need any Tradition, only a pre-existing Federation.

Trust, Threat and Ethos[edit]

Trust is gained slowly by maintaining any form of lasting treaty (including Guarantee of Independence Migration, Research, NAP/Association, Defense Pact, Federation). The maximum amount of Trust obtainable is limited by the most valuable treaty between both parties, with the total cap being 100, 150 when Finishing Diplomacy Tradition. Trust decays if there is no new income. Trust is translated 1:1 to Opinion, making later cooperation much more likely.

Threat is acquired by conquering or liberating other empires planets. It is seen as a form of aggressive expansion. Threat gain is dependent on the AI empire's personality and existing NAP or stronger deals. Shared Threat acts as a positive acceptance modifier for defensive deals.

Ethos has a significant effect on diplomacy. Not only will it define opinion modifiers and liberated empires' ethos, it can also affect trust gain, number of and influence gain from rivalries and influence cost of running operations.

Agreements and Ethics Attraction[edit]

With the new Ethics attraction system added in 1.5, Diplomatc relationships now directly affect ethics attraction within an Empire. Running deals can have a great impact, based on the empire ethics of the other party - always dragging the own population towards a certain Ethic. The wrong friend can cause great internal issues for an Empire.

  • Migration Access: Egalitarian, Xenophile, Spiritualist
  • Defense Pact or Federation: Egalitarian, Xenophile, Spiritualist
  • Research Pact: Materialist

Attitude[edit]

Each empire will have a specific attitude towards other empires dictated by their AI personality, diplomatic interactions and the relative power of both empires.

Opinion modifiers[edit]

Here is the full list of opinion modifiers that exist in the game, their triggering conditions, decay and limits.

Opinion modifying option have no effect in a multiplayer game in relation to human players. However they will take effect if the AI takes over a human player, after the "rejoin Cooldown" has been worked off.
